EUACI supported the organization of a study tour for judges of High Anti-Corruption Court (HACC) to Ireland. The study tour was held from 5 to 12 December 2019 as a part of a wider study tour conducted by the EUAM for judges of general jurisdiction and attorneys. The purpose of the study visit was to observe the Irish courts and EU best practices in terms of courtroom management and case proceeding.
The delegation of five judges and attorneys, which included: Olena Tanasevych, the Head of HACC, Kateryna Shyroka (judge of the HACC), Andrii Nykyforov (judge of the Appellate Chamber of the HACC), Halyna Kokhan (Anti-Corruption and Prevention Expert, EUACI), and Zlata Symonenko (legal expert of HACC Support Group) visited Dublin where they met with members of the judiciary, the Bar Association of Ireland and a number of solicitors. During the study tour, the judges of the HACC meet with the Chief Justice of Ireland, the President of the Court of Appeals, judges of the High Court, Supreme Court and Circuit Courts as well as Media Relations Advisors and Judicial researchers and discussed various corruption cases and judiciary-related issues.
The tour was organized by the European Advisory Mission in Ukraine and co-financed by the EU Anti-Corruption Initiative in Ukraine.
EUACI conducts capacity development measures for all anti-corruption institutions of Ukraine on a regular basis since 2017, providing them with technical and expert support on strategic level.
EUACI supported the establishment of the HACC from the very beginning by providing expertise and technical assistance in human resource development and management, IT, court security, infrastructure, and strategic communications.
