The EU Anti-Corruption Initiative (EUACI) is the largest program of technical assistance in fighting corruption from the side of the European Union. The program is funded by the European Union, co-funded, and implemented by the Ministry of Foreign Affairs of Denmark.
One of the three components of EUACI is cooperation with the Verkhovna Rada (Parliament) Committee on Anti-Corruption Policy and specialized NGOs to improve the legislative framework in Ukraine on prevention and fight against corruption. This activity EUACI implemented through the cooperation with the "Institute of Legislative Ideas". (https://izi.institute).
The "Institute of Legislative Ideas" analyzes the draft laws, to be considered by the Verkhovna Rada of Ukraine, to with the aim to reveal and eliminate possible corruption risks.
During the work of the Verkhovna Rada of Ukraine of the 8th convocation from 2015 to 2018, experts of the Institute of Legislative Ideas analyzed 5940 draft laws before the first reading of Parliament hearings. Corruption factors were found in 538 draft laws. The results of the analysis, with the comments and remarks of experts, were sent to the Committee on Corruption Prevention and Counteraction].
In 2019, during the work of the Verkhovna Rada of Ukraine of the 9th convocation, 656 draft laws were analyzed by experts of "Institute of Legislative Ideas", corruption risks were identified in 60 of them, and 204 were returned with comments and remarks of the experts. In contrast, in 2014, before the "Institute of Legislative Ideas" started working on the legislation of Ukraine, the level of identifying corruption risks by the Verkhovna Rada Committee on Anti-Corruption Policy was 2.6%.
Thus, thanks to our support and quality work of experts of the Institute of Legislative Ideas, we have managed to improve significantly the efficiency of the specialized Committee of the Verkhovna Rada with regard to minimizing corruption risks in the legislation of Ukraine.
