TERMS OF REFERENCE
for the exercise to conduct customization of templates for the eCase Management System for the National Anti-Corruption Bureau of Ukraine
General background
"EU Anti-Corruption Initiative in Ukraine" (EUACI) Phase II is the biggest European Union support program in the area of anti-corruption in Ukraine, co-funded and implemented by the Ministry of Foreign Affairs in Denmark on behalf of the EU. It is a four-year program (2020-2024) following up on Phase I of the EUACI, implemented and co-funded by Denmark in 2017-2020.
The overall objective of EUACI II is the reduction of corruption in Ukraine at the national and local levels through the empowerment of citizens, civil society, businesses, and state institutions. One of the key beneficiaries both in Phase I and Phase II of the program has been the National Anti-Corruption Bureau of Ukraine (NABU), whose main mandate is to fight top-level corruption.
During EUACI Phase I and Phase II, the EUACI procured and continued supporting the eCase Management System (eCase MS), pre-trial case management for NABU, Specialised Prosecution Anti-Corruption Office (SAPO) and High Anti-Corruption Court (HACC). The administrator and license-holder of the eCase MS is NABU (beneficiary). A full-scale operationalization of the eCase MS took place in December 2021, and the activities were suspended after Russia's invasion of Ukraine, including its capital Kyiv, yet were resumed on 1 August 2022.
A key functionality of the system is working with so called “templates” – electronic and print form of procedural documents defined in accordance with Criminal Procedural Code of Ukraine. 137 templates had been developed during the implementation of the eCase, yet some additional improvements and developments of the templates have to be done in order to operationalize it. Due to technically complex and time consuming process of improving and developing the templates, as well as limited capacity of the beneficiaries, EUACI is looking for an third party company for improvement and development of the templates. It is expected that at least 45 templates shall be improved, developed, tested and documented by the third-party service provider.
Objective
The aim of the work is to hire a local IT company (service provider) to develop 45 of the most critical templates for the eCase management system.
Scope of work
Activity requires:
- Together with the beneficiary identify the list of the 45 most critical eCase templates which shall be improved / developed during the course of the engagement;
- Contribute to the developent of a technical specifications for the identified eCase templates (in cooperation with the beneficiary);
- Develop electronic form of the templates, including visual controls (radio button, drop-down list, date pickers etc), dynamic (editable) and static (non-editable) fields, required checks and controls on filling out the templates by eCase system users (e.g. type of dynamic fields (date, number, text, dictionary etc.), cross-checks with values in corresponding fields etc) in accordance with the technical specifications
- Develop print forms of the templates
- Conduct testing of the developed templates on the eCase development environment
- Develop detailed step-by-step instructions for the beneficiary on transferring of the developed templates to the eCase production environment
- Support the beneficiary during the testing and acceptance of the developed templates, bugfixing
- To assist beneficiary staff with how to work with developed templates.
Deliverables
The deliverables under this contract will be 45 fully developed eCase templates, which should be transferred to the beneficiary by the end of the 2023 year (but not less than four templates/month). Templates will be considered as delivered upon official approval by the beneficiary.
Experience and Qualification Requirements
The Service Provider shall:
- Be a legal entity with proven financial sustainability;
- Be able to ensure economic and technical capacities to provide the mentioned services in time;
- Have proven experience in providing similar IT projects;
- Experience with IT projects in law-enforcement/anti-corruption will be an asset;
- Be able to dedicate a specific team of IT specialists to conduct this task.
The Service Provider bears sole responsibility for the implementation of the assignment.
Budget, timeframe, and location
The tasks are expected to be delivered in Kyiv, Ukraine, no later than the end of 2023 year (but not less than 4 templates/month).
HOW TO APPLY
The deadline for submitting the proposals is 14 March 2023, at 14:00 Kyiv time.
The qualifying service providers should submit the following information:
1) Financial proposal from the service provider;
3) Methodology of the activity (one page).
