Terms of Reference
Background
The programme “EU Anti-Corruption Initiative in Ukraine (EUACI)” is a three-year programme (2017-2020) financed by the European Union and co-financed and implemented by the Danish International Development Agency. The overall objective of the programme is to improve the implementation of anti-corruption policy in Ukraine, thereby ultimately contributing to a reduction in corruption.
Objectives
EUACI requires experienced driving/courier service provider with own vehicle to support the day-to-day Programme activities and to provide secure and timely driving services to transport passengers and/or goods.
Functions and duties:
Functions and duties of the driver/courier shall include, but not necessarily be limited, to the following:
- Transport of persons, goods and/or documents
- Drive and accompany EUACI/Danida staff members, experts and visitors around Kyiv, including to and from the airports
- Maintain the Driver logbook of each route on a daily basis and submit it to Fin/Admin Department at the end of each calendar month
- Distribute mail as needed, both incoming and outgoing
- Deliver correspondence to government authorities
- Ensure that all immediate actions required by rules and regulations are taken in the case of an accident
- Ensure the sound running of the vehicle and arrange maintenance services and repairs when necessary
- Keep the service vehicle in good and clean condition, both inside and outside
Timeframe
The commenced date is the date of signature of the contract by both parties and the period of implementation of the contract will be up to 9 months.
Professional Requirements
The following minimum professional requirements are expected for driver/courier:
- Higher education;
- At least 10 years of professional driving experience in Kyiv and Ukraine;
- At least 5 years of experience in International Projects/Institutions in Ukraine with a multi-cultural environment;
- Track record of no major accidents for the last 5 years;
- Personal business-class vehicle (not older than 6 years, safety belts, climate control system, heated seats);
- Valid registration as Private Entrepreneur (FOP) driving and/or courier services.
- Basic understanding of English is an advantage
Monitoring and evaluation
Definition of indicators
The performance of the contractor will be judged upon the successful implementation of all the specific activities indicated above.
Special requirements
By signing the contract, the contractors agree to hold in trust and confidence any information or documents ("confidential information"), disclosed to the contractors or discovered by the contractors or prepared by the contractors in the course of or as a result of the implementation of the contract, and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party.
The contractor reports to the EUACI Head of Programme and the Senior Project Manager.
Cross-cutting issues (integration of the youth, equal opportunities)
The assignment will be implemented ensuring equal opportunities for men and women and the integration of the youth.

- CV of the driver;
- Vehicle detailed information (brand, model, year, engine, mileage, safety belts, any additional relevant information, exterior and interior pictures);
- Copy of driver license
- Financial proposal (monthly fee in UAH) (should include only service cost, as fuel and maintenance costs will be reimbursed based on EUACI/DMFA official rates);
