The objective of the assignment is to provide strategic support of deployment and coordination of the HACC Support Group high-level matter experts based on the demand-driven approach for providing the subject expertise to establish a fully-fledged functional High Anti-Corruption Court before the end of June 2019.
In this regard, this specific assignment will aim to: (1) assist the SJA and the temporary and permanent Chief of Staff of the HACC in their effective functioning and fulfilling of their mandate in order to ensure that the HACC is established and operational according to the envisaged timeframe and in compliance with the specific recommendations of the Venice Commission; and (2) provide recommendations and bring smart European practices on different directions during the preparatory and transitional phases of the establishment of the HACC: legal matters, court security, trainings for HACC judges, IT, HR matters, court reconstruction and design, court strategic communication support etc.
The recommendations will serve as a basis for the further implementation of different directions of the Roadmap for establishment and operationalization of the High Anti-Corruption Court and development of specific institutional documents required for the implementation of the HACC Roadmap.
Expected deliverables (outputs)
The expected deliverables of the Senior Project Manager of the HACC Support Group (SG Senior Project Manager) under this TOR shall include, but not necessarily be limited, to the following:
- Development of the structural framework of the HACC Support Group to SJA;
- Cooperation mechanism with the SJA and the temporary and permanent Chief of Staffs of the HACC;
- Development and regular update of a comprehensive Roadmap for establishing the HACC as well as assistance in its implementation;
- Coordination, support and oversight of the work of the expert support team that will be deployed for assisting the SJA and the temporary Chief of Staff of the HACC in establishing the court;
- Production of detailed strategies and operational frameworks concerning legal aspects, IT, human resources development, strategic communications, court security for HACC etc.;
- Facilitation of constructive cooperation between the HACC Support Group and the SJA as well as other key national and international stakeholders involved in establishing the HACC, including the HQCJ, the HCJ, NSJ, the Presidential Administration, donor community etc.
- Integration into the work of the HACC Support Group experts provided by other donors, and coordination of their activities.
During the contract period, close coordination with the SJA, temporary and permanent HACC Chief of Staffs, as well as other interested counterparts, are required.
A mission report of a maximum of 5 pages, excluding annexes, will be the final deliverable. The mission report shall provide an assessment of the achievements made in relation to the deliverables above, how these deliverables have been received, and any critical issues where follow-up may/will be required.
Timeframe
The intended commencement date is the date of signature of the contract by both parties and the period of implementation of the contract will be up to 8 months, with a maximum duration of 50 working days.

Professional Requirements
Education and Experience:
- Graduate degree in Law or Business Administration;
- At least 7 years of proven management experience, preferably in the judicial administration;
- Experience in reform processes in the justice sector, knowledge and understanding of reform processes in Ukraine will be a strong asset;
- Experience of working with governmental institutions as well as international organizations assisting anti-corruption efforts of Ukraine;
- Fluency in written and oral English;
- Fluency in written and oral Russian/Ukrainian would be an advantage.
Monitoring and evaluation
Definition of indicators
The performance of the contractors will be judged upon reaching the purpose of this contract as well as obtaining its results, as indicated in the section “Objective” and “Outputs” herein respectively. Moreover, the performance of the contractors will be judged upon the successful implementation of all the specific activities indicated above.
Special requirements
By signing the contract, the contractors agree to hold in trust and confidence any information or documents ("confidential information"), disclosed to the contractors or discovered by the contractors or prepared by the contractors in the course of or as a result of the implementation of the contract, and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party.
The contractors report to the EUACI and shall be briefed prior to starting with the assignment. The contractors shall de-brief the EUACI prior to finalising the assignment.
Cross-cutting issues (integration of the youth, equal opportunities)
The assignment will be implemented ensuring equal opportunities for men and women and the integration of the youth.
