Restricted procedure: Implementing Agency for ‘Integrity Cities’ in Ukraine
Description:
The programme “EU Anti-Corruption Initiative in Ukraine (EUACI)” 2017-2019 with total funds of EUR 16 million is implemented by Danida/Denmark and funded by the EU and co-funded by Denmark. A programme office has been established in Kiev, with four internationals and seven national staff, who is responsible for the day-to-day implementation.
The overall objective of the programme is to improve the implementation of anti-corruption policy in Ukraine, thereby ultimately contributing to a reduction in corruption. To contribute to this objective, the programme also focuses on combatting corruption at the local and regional level as well as on enhancing the voice of rights holders, including youth. A key element of this component is the application of the concept of ‘Integrity Cities’, which aims at showcasing how application of several mutually supportive AC interventions can limit the corruption risks and enhance accountability in a selected number of medium-sized cities. Moreover, the aim is to disseminate the success-stories throughout the country and to feed the lessons learned into programmes and reform-packages at the national level.
The aim of this assignment is to provide support to local administrations to minimize the risk of corruption and to establish sound and transparent procedures and innovative solutions, which will enhance the efficiency and integrity of city administration, as well as allowing citizens, local level civil society, and journalists to monitor the local administrations.
The objective of the assignment is for the Consultant, in close cooperation with the EUACI, as well as local civil society and media shall work in three Ukrainian cities, assisting local administration to implement the anti-corruption toolbox which has been developed by the EUACI.
The maximum budget is DKK 1,000,000. A team consisting of key staff: Project Leader, Communication Expert, Business Analyst and Local Governance Expert is requested and the key staff are expected to allocate between 75% to 100% of their working hours to the project for a 10 months period in Kiev. Additional support from short-term experts such as IT experts, laywers, designers etc. should be included. The assignment is expected to start approximately on 1 February 2018.
