Terms of Reference for the Supply and Delivery of IT equipment
for The e-reception halls for integrity cities
The six integrity cities with which the EUACI has entered into a partnership under its Component 2 are Chernivtsi, Chervonohrad, Nikopol, Zhytomyr, Mariupol and Mykolaiv. Application of anti-corruption tools in selected integrity cities aimed at increased transparency and accountability of local administration.
This specific assignment concerns the EUACI’s support to local level by providing IT equipment (server hardware) for the e-reception hall project in Chervonohrad, Nikopol and Zhytomyr.
The e-reception hall of an integrity city is a solution for citizens where they can submit a request, leave an appeal 24/7 from any device, report corruption actions, and soon use the possibility of electronic queue at the local Administrative Services Center (the electronic queue is under development).
Due to a lack of budget for the successful implementation of the electronic reception project, three integrity cities (Chervonograd, Nikopol and Zhytomyr) approached EUACI with a request to provide server equipment to strengthen their IT infrastructure for the deployment and further use of the e-reception hall system.

Budget
The maximum budget available for this assignment is equivalent to EUR 14,000. This amount includes equipment themselves and delivery to respective cities. The estimation cost was identified by the market screening in Ukraine.

The EUACI will arrange an open local tender through the EUACI official website to identify the supplier.

BIDDING DETAILS: INSTRUCTION TO BIDDERS (ACCORDING TO TOR)
The subject of the tender is the supply and delivery of server hardware to the Chervonohrad City Council, Nikopol City Council and Zhytomyr City Council.

Detailed specification of the equipment is provided in Annex 1.The financial bid shall be submitted in the format provided in Annex 2. Prices must be quoted in EUR, including costs of delivery to the place of destination, all duties and taxes applicable, and excluding VAT. The EUACI has a VAT exemption as an international technical assistance program.
The financial bid must be accompanied by filled out tables provided in Annex 1, describing technical specifications / manufacturers / particular models of the equipment offered by the Supplier.
