Introduction
The EUACI is looking for a Local Integrity and Reconstruction Consultant who is interested in and capable of helping six Integrity Cities in their efforts to strengthen good governance practices; and in particular the principles of accountability and specifically in integrity of the recovery process.
This Job Description provides further details about the EUACI programme, the integrity Cities, the role of the Consultant and the expected qualifications of candidates interested in providing documents for this tender.
The EUACI
The EUACI is a joint EU and Government of Denmark financed programme aimed at supporting Ukraine in its efforts to reduce corruption at the national and local level through the empowerment of citizens, civil society, businesses, and state institutions. In May 2020, the EUACI entered into its Phase II that runs until mid-2024.
The EUACI has three components, namely:
Component 1; that supports key state anti-corruption agencies in improving their effectiveness and independence;
Component 2; that supports selected integrity cities in their efforts to strengthen their integrity, transparency, and accountability; and
Component 3; that supports Ukraine’s civil society, media, and business community with a view to increase awareness of and engagement in anti-corruption activities.
Component 4: that supports the efforts of the Government of Ukraine to ensure transparent and accountable reconstruction
This Job Description falls under Component 2 and focuses on helping the Integrity Cities implement measures that will contribute to increased integrity, transparency and accountability. Organisationally, the Local Reconstruction Consultant will be part of the EUACI’s Component 2 team and will be supervised by the Team Leader of Component.
The Integrity Cities
The six integrity cities with which the EUACI has entered into a partnership under its Component 2 are Chernivtsi, Chervonohrad, Mariupol, Nikopol, Zhytomyr and Mariupol. At the moment, the EUACI has no activities in Mariupol City.
During Phase I, the EUACI worked with five of these cities to strengthen their systems and tools to enhance integrity, transparency, and accountability. The partnership continues in the current second Phase, focusing on the continued development of the various integrity tools launched during Phase I, and the implementation of new tools agreed for implementation during the current Phase II.
The position of consultant
Title: Local Integrity and Reconstruction Consultant
Place of service: EUACI office in Kyiv; with extensive travel to Integrity Cities (1-2 times per month)
Supervised by Team Leader of Component II.
Area of Responsibility
At the Overall Programme Level, the successful candidate has to contribute to:
- programme planning and budgeting, including review and update of the agreed work plans and budgets;
- quarterly, semi-annual, annual reporting of the progress made in the Integrity Cities together with the EUACI advisors to the city mayors;
- implementation of communication strategy for the Integrity Cities in cooperation with the EUACI communication expert
At the specific Component Level, the successful candidate is expected to:
- oversee the implementation, review and update of component work plans and associated budgets;
- initiate and complete procurement of technical assistance services for Integrity Cities and the subsequent management of contracts;
- assist in preparation and implementation of best practices for integrity reconstruction in Mykolaiv and prepare for replication of best practices in Nikopol and Mariupol, national level together with other EUACI staff and contractors
- assisting city administrations in improving their positions in ratings that assess accountability and transparency of city administration in reconstruction and other spheares
- quality assurance and coordinating the work of advisers to the mayors posted by EUACI in each Integrity City;
- coordination of the implementation of specific IT projects in cities regarding digitalization of internal processes of budgeting, contracting and public procurement in city administrations in Chernivtsi and Mykolayiv
- helping partners in the six cities (including cooperation with the posted advisors) develop and implement activities related to producing, documenting and communicating the results of their activities, best practices and lessons learned;
- assist with other duties as agreed with the Team Leader
Expected deliverables
Although the above scope of work is very much about guiding partners through a development process and helping them deliver the outputs in their results framework, this section translate the scope of work into some regular deliverables and specific outputs that the Consultant will directly responsible for delivering. Demand Profile/Qualifications
- Master’s Degree in Public Policy, Public Administration, Political Science, or a related field;
- Experience in cooperation with local self-government bodies and state institutions for at least 5 years;
- Experience in establishing relationships with local governments, national and international organisations, and Ukrainian civil society organisations;
- Experience in implementing joint projects with state authorities and local self-government for at least 5 years;
- Experience in promoting good governance and integrity would be an advantage;
- Experience in the development and implementation of regulatory acts for local self-government bodies and state authorities would be an advantage;
- Good analytical, negotiation, networking, coordination, and communication skills;
- Ability to work with tight deadlines, follow through on tasks and deliver results;
- Fluency in Ukrainian and excellent English language skills is required;
- Keen sense of ethics, integrity, and credibility.
Duration of contract:
162 working days with tentative start from July 2023 till April 2024. The contract includes 15 days of business trips to 6 partner cities.
Budget of contract:
The budget of the contract does not exceed 30,000 EUR including travel, auditing, printing of materials and other relevant expenses.
