1. Engaging citizens in promotion of accountability and transparency in public procurement and privatization;
2. Investigative media uncovering corruption and unveiling oligarchs’ influence;
3. Monitoring of political integrity and implementation of deoligarchization law;
4. Raising awareness about implementation of state anti-corruption programme;
5. Enhancing business integrity and ethics; and
6. Monitoring independence of anti-corruption institutions.

Questions and answers with the regard to LOT 2. National Call for CSO Proposals under Component 3

Question #1. Is a new CSO without previous donors’ funding history eligible to apply?
Answer #1. All national CSOs (non-profit, non-governmental, legal entities established in Ukraine) are eligible to apply. However, as a part of the technical assessment of the project proposals, the evaluation committee will also evaluate the organization’s previous experience with the implementation of anti-corruption projects and the organization’s financial and operational capacity (a reference to Appendix A. Evaluation Procedures – 2021 National Call for CSO Proposals under Component 3).

Question #2. Can CSO apply with the project proposal focusing on two out of six call’s priority areas, combine two themes if the CSO proves experience in both fields and submitted budget will be within the call’s threshold?
Answer #2. The CSOs’ project proposals can focus on one or more call’s priority areas. The project’s objective should be well explained and justified; showing how initiatives are likely to deliver concrete and measurable results in the stated areas.

Question #3. Does the EUACI support upgrading the IT solutions within the project budget? If yes, what is the maximum percentage of this cost within the requested budget? If you have no formal limitations, please share your recommendation about this percentage.
Answer #3. The EUACI supports the application of innovative and creative approaches including the use of IT, innovative tools as one of the project activities, instruments (considered as an advantage). There is neither limitations nor recommendations about the allowed percentage out of total estimated direct costs. However, such types of expenses should be properly justified (how developed new tools, upgraded tools will help to achieve project objectives, be used by the target groups, be maintained and sustained after the project ended, etc.).

Question #4. Does the EUACI support sub-granting (partner CSOs, informal groups) within the project budget?
Answer #4. The EUACI does not support sub-granting within this call. However, the applicant can cooperate with other CSOs (regional, local). However, the applying CSO (the main applicant) will be responsible for managing, funding and reporting joint actions.

Question #5. What target audiences do you envision as beneficiaries of the communication activities under this call (specifically, in the area of “raising awareness about the implementation of state anti-corruption programme”)?
Answer #5. While preparing the project proposal based on the project goal, objectives and actions (applies to all call’s priority areas), the applicant also identifies the target groups and beneficiaries. Target groups are those that will directly benefit from the suggested action at the action purpose level, the beneficiaries are those that will benefit from the action in the long-term perspective, at the level of the society or the sector, etc.

Question #6. Under “raising awareness about the implementation of the state anti-corruption programme,” do you consider the primary goal informing the maximum number of citizens on the successes and anti-corruption initiatives that are currently in action, or motivating citizens to act upon corruption they encounter in their daily lives?
Answer #6. Under Component 3, the EUACI determines the call’s goal, objective with priority areas, eligibility and selection criteria and expected impact of the support (increased culture of integrity issues in Ukraine through the engagement of the business sector, civil society and media). All other questions should be addressed by the applicant while designing the project proposal based on the project goal, objectives and actions (applies to all call’s priority areas).

Question #7. Would you consider the engagement of local anti-corruption organizations and citizens watchdog initiatives in regions of Ukraine in the proposed project as a significant asset to the proposal?
Answer #7. The engagement of anti-corruption organizations and citizens watchdog initiatives in regions of Ukraine during the project implementation will be considered as an advantage. The quality of the project proposals will be assessed in accordance with the evaluation criteria set out in the evaluation grid (reference to Appendix A. Evaluation Procedures – 2021 National Call for CSO Proposals under Component 3).
