Online courses on Conflict of Interest for National Agency on Corruption Prevention
Background
Support to anti-corruption efforts in Ukraine is a high political priority for the European Union. By combatting corruption, the EU contributes to the consolidation of democracy and economic growth of Ukraine, as well as successful approximation of Ukraine with the EU.
Following the significant results of the EUACI in 2017-2020, Denmark and the EU engaged in a second phase of the programme aimed at sustaining existing results and further expanding the support to newly established institutions, of which one of the key is National Agency of Prevention of Corruption. EUACI supports key areas of the National Agency’s multi-pronged mandate, including strengthening the governance and administrative and institutional capacities to ensure sustainable institutional development.
One of the main activities of the National Agency is the educational component. According to the Art. 11 of the Law of Ukraine "On Prevention of Corruption" (hereinafter - the Law) the powers of the National Agency, among other things, include the provision of clarifications, methodological and advisory assistance on the application of legislation on ethical conduct, prevention and settlement of conflicts of interest.
In addition, one of the criteria for the effectiveness of the National Agency, approved by the Cabinet of Ministers of Ukraine from 20 May 2020 No 458, is to ensure the development, dissemination and relevance of educational materials, including online courses on prevention and settlement of conflicts of interest, compliance with other requirements and restrictions on anti-corruption legislation.
In pursuance of the Law and the criteria of effectiveness, as well as in order to comprehensively increase the understanding of the principles of prevention and settlement of conflicts of interest, the National Agency is working on a series of training and educational materials for civil servants.
Such materials include an online training course on conflict prevention and resolution. The purpose of this course is to present the basic provisions of the law in simple and clear language, as well as to bring information to as many stakeholders as possible.
In addition, since conflict of interest is a component to most corruption offenses, including every corruption crime, the development of such a course will be an effective measure to prevent or resolve conflicts of interest in accordance with the law.
Hence, support of development of online courses on conflict of interest by NACP is seen as an important part of ensuring the implementation of Agency’s mandate and quality of Agency’s performance.
Objectives and results
The objective of this assignment is to raise awareness of public officials and ordinary citizens on the identification, prevention and settlement of conflicts of interest. The assignment will contribute towards this end by development of online courses on conflict of interest by NACP. EUACI intends to make this contribution by signing a contract with a relevant professional service provider.
Scope of work
In order to develop an on-line course on conflict of interest the Contractor is expected to work in close cooperation with NACP and EUACI on fulfilling the following tasks:
- Designing the course consisting of overall not less than 15 educational videos, grouped in modules, with each module complemented by additional materials available for download, followed by a test and a possibility to obtain a certificate of successful completion, with the following requirements:
- each video should be 6-8 minutes long, grouped in 5 modules;
- each module should be followed by a short test consisting of approximately 15 questions. Passing level for successful testing: 80% (ie 12 correct answers to each test question). Passing the test should not affect the opening of the next module, but the obtaining a certificate at the end of the course;
- the student interface should provide an opportunity to read a list of all course topics. At the same time, the user can choose to pass only the theme of the current module, or those modules that have been opened before. The videos of the module should be available to the user in any order;
- the certificate should be awarded only to those course participants who have watched all the videos and successfully passed all the course tests. It should be possible for a student to return to the topics covered at any time during the training, as well as after receiving the certificate;
- the course needs to be designed in such a way that its relevance persists or can easily be ensured in case of changes in respective legislation.
- Preparation of all materials of the course, including scripts and production of the videos, tests, additional materials for download, etc.
- Online publication of the course. The placement of the course should ensure easy free of charge access for public willing to take the course and possibility to manage the course (edit/complement with new videos, etc.) by NACP in future;
- Promotion of the course that would include creation of promotional videos and its publishing on social networks, creation and launching promo page of the course, mailshot, promo campaign at social networks.
- Follow up support of the course and NACP if requested (i.e. bug fixes, customization, providing instructions to NACP staff, etc.)
The Contractor undertakes to perform the Services with the highest standards of professional and ethical competence and integrity.
Expected deliverables
The main deliverable of this assignment is an online course, available and easily accessible online.
The reporting package required for the acceptance of the results, includes:
- All scripts produced during the implementation of the assignment;
- All videos produced during the implementation of the assignment;
- All tests and additional materials developed;
- Link to the course published online with all details required for managerial access and relevant instructions;
- All promotion materials;
- Acceptance letter from NACP;
- Short narrative report describing the methodology applied to designing the course, list of the themes covers, possible/recommended future developments, identification of the ways in which the course can be complemented/adjusted if needed, i.e. in case of changes to the legislation.
Logistics and timing
Location
The Contractor will perform all the required services in Ukraine.
Start date and period of implementation of tasks
The intended commencement date is upon the signature of the contract by both parties. It is expected that the course should be launched not later than 31 July 2021. All activities with regard to this assignment should be completed by 31 December 2021.
Requirements for the Contractor
The Contractor shall:
– Have at least 3 (three) years of proven working experience in designing and implementing educational online courses;
- Proven experience in the development of educational courses on the anti-corruption topic will be an advantage;
– Proven experience of cooperation with the EU or other donor funded projects will be an advantage;
- Provide a methodology on how this assignment will be implemented, identifying key steps to be taken;
- Propose key staff for the implementation of this assignment. Their CVs should demonstrate relevant experience and expertise;
- Provide a budget estimate with identification of the cost for key progress steps during the implementation of the assignment.
Estimated budget
The full budget for this assignment all included may not exceed EUR 10 000 (approximately DKK 74,358).
Monitoring and evaluation
Definition of indicators
The performance of the Contractor will be judged upon reaching the purpose of this contract as well as obtaining its results, as indicated in the section” Objective and results” herein respectively. Moreover, the performance of the Contractor will be judged upon successful implementation of all the specific activities indicated in section” Scope of work” of the present document.
Special requirements
By signing the contract, the Contractor agrees to hold in trust and confidence any information or documents ("confidential information"), disclosed to the Contractor or discovered by the Contractor or prepared by the Contractor in the course of or as a result of the implementation of the contract, and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party.
Cross-cutting issues (integration of the youth, equal opportunities)
The project will be implemented ensuring equal opportunities for men and women and integration of the youth.
