The EU Anti-Corruption Initiative (EUACI) is the largest EU supported programme in the area of anti-corruption in Ukraine. The overall objective of the EUACI is to improve implementation of anti-corruption policy in Ukraine, thereby ultimately contributing to a reduction in corruption.

The coordination and exchange of information between the anti-corruption institutions of Ukraine in terms of repression of corruption should be strengthened. Implementation of the integrated eCase Management system for anti-corruption institutions will contribute to enhancing pre-trial investigation performance and increasing the number of anti-corruption cases under investigation by eliminating of the existing paper workflow and transition to electronic form. The integrated system will enable efficient electronic interaction of detectives, prosecutors, and judges in pre-trial investigation, speed up decision-making, decrease routine travel time, save costs and increase time to be devoted to investigations rather than routine administration.

The objective is preparation of a feasibility study, including legal framework analysis, conducting market study, cost estimation and high-level implementation planning,  evelopment of a scope of services for supply of necessary software, equipment and required services in order to enable the Tender Committee to carry out the Tender in accordance with the Danish Procurement Act for the supply of the eCase management system for NABU, SAPO and HACC (once it is established). The development of a full tender dossier in accordance with DANIDA procurement rules for the supply and implementation of eCase management system is not a part the current engagement and will be prepared by a third-party company based on the results of the feasibility study, however this tender will prepare the draft scope of services for the tender based on Danida procurement guidelines.
