Procurement of a new generator for the National Agency on Corruption Prevention

1. Background  

1.1. General overview

Supporting anti-corruption efforts in Ukraine is a high political priority for the European Union. By combating corruption, the EU contributes to the consolidation of democracy and economic growth of Ukraine, as well as successful approximation of Ukraine with the EU.

The unprovoked Russian invasion of Ukraine caused tremendous human sufferings, resulted in damage to economy and posed a threat on uninterrupted functioning of governmental agencies. Targeting of the Ukrainian energy grid by Russian missile strikes caused lasting power outages resulting in inability to perform its functions by agencies relying on stable energy supply in their operations. To ensure uninterrupted operations of the NACP, the EUACI launches this tender to procure a new diesel generator with a nominal capacity of at least 250 kVA/200 kW for the NACP.

1.2. Contracting authority

The contracting authority is the European Union Anti-Corruption Initiative in Ukraine, hereinafter referred to as the “Customer”.

1.3. Beneficiary

The beneficiary is the National Agency on Corruption Prevention. 

2. Objective

The objective of the assignment is to ensure uninterrupted functioning of the NACP in the conditions of possible lasting power outages by purchasing a new diesel generator for the Agency.

3. Purchased goods

The EUACI is seeking to purchase a new diesel generator with a nominal capacity of at least 250 kVA/200 kW with the following features:

- noise isolation container

- the presence of an electric starter with the possibility of connecting to the AVR (control panel)

- 1500 rpm

- possibility to recharge the batteries

- heating of the coolant.

The Contractor shall provide a guarantee period of at least 24 months for the generator.  

The Contractor shall deliver the generator to the following address: Kyiv City, 28 Mykola Mikhnovsky Blvd., NACP Building.

The ability to assist the NACP with connecting the generator to the power grid of the Agency is considered an asset.

4. Timeline 

The generator shall be delivered within 10 days upon signing the agreement.

5. Special requirements

By signing the contract, the contractor agrees to hold in trust and confidence any information or documents ("confidential information"), disclosed to the contractors or discovered by the contractors or prepared by the contractors in the course of or as a result of the implementation of the contract, and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party.

6. Assessment criteria

The bids will be assessment using the following criteria: 70% - quality of the proposed goods; 20% - proposed price/budget; 10% - ability and commitment to assist the NACP with connecting the generator to the Agency’s power grid.

How to apply

Deadline for submitting the proposals is  20 October 2023, 18:00 Kyiv time.

The bidder must submit the following information to be considered:

  • Detailed description of the proposed goods with the information about the nominal capacity of the generator, available features, make, year of production;
  • Statement of commitment to assist the NACP in connecting the generator to their power grid (if the commitment is present);
  • Financial proposal;
