Terms of Reference for the Regional Mapping of CSOs Consultancy
Objectives of the Assignment
The EUACI seeks to procure the services of an organization that will provide support to the EUACI through mapping of the CSOs, the network organizations and the CSO hub structures located in the six regions of Ukraine covered by the Integrity Cities, with the initial mapping occurring in Chernivtsi. This organization (hereinafter – “The Consultant”), should have a track record of conducting quality studies, analysis and mappings and analysis of CSOs in the regions.
The mapping is to provide EUACI with an in-depth analysis of CSOs in the regions, as well as engagement of CSOs within the cities, focusing on their work with the local city and regional administrations, activist structures, national CSO organizations, CSO networks and regional CSO hubs within the six integrity cities. Throughout the entire process awareness of CSOs with special focus on CSOs working with women as well as young men and women.
Scope of Work and Outputs
The following services are envisaged under this ToR:
- A comprehensive mapping of the CSOs, CSO networks and CSO hub structures located in the regions of Ukraine covered by the Integrity Cities, with the initial review focusing on Chernivtsi.
- Meetings with the CSOs, CSO network structures, and CSO hub structures, to assess their technical (programmatic) capacity in the anti-corruption activities in 6 regions of Ukraine covered by the Integrity Cities, with the initial meetings occurring in Chernivtsi.
- Description of the relationship of the CSOs, CSO networks and CSO hubs and their relationship with local city and regional administrations in the regions of Ukraine covered by the Integrity Cities, with the initial mapping occurring in Chernivtsi.
The final design and timeline for the tasks will be agreed upon with the Consultant.
Deliverables
- Design of the mapping methodology, including questionnaire finalized and approved by EUACI (in Ukrainian, Russian and English).
- Design of the assessment framework/indicators for CSO anti-corruption advocacy and monitoring.
- Report on capacity of the identified leading anti-corruption advocacy and monitoring organizations (from 3 to 5 leading organizations).
- Narrative research description in English and Ukrainian.
- Cross-tabulated data tables, if applicable.
- Presentation on mapping results in English and Ukrainian.
- Report on the mapping results in English and Ukrainian.
Dissemination / communication of results of the mapping that include:
- Presentation materials for distribution including but not limited to the full report, presentations, data visualizations, videos, etc.
- Additional reporting on CSOs which address groups including women, and young men and women.
Qualification Requirements
EUACI aims to select the polling agency for a one-year contract. The total budget for this assignment should not exceed 33,000 EUR.
Ukrainian not-for-profit or business organization, with proven experience in conducting mappings and capacity assessment of CSOs.
Financial proposal
The Tenderer’s financial proposal shall include all costs for fee and project related reimbursable expenses. The Tenderer’s proposal shall include the draft methodology, and tentative work plan and budget.
Timeframe
It is anticipated to start the implementation of this assignment in December, 2017 - January, 2018 and to complete it no later than April, 2018.
