The EUACI is launching a new phase 2024-2027 and is looking for a Senior Project Manager for Integrity Cities

The EUACI

The EUACI is a joint EU and Government of Denmark financed programme aimed at supporting Ukraine in its efforts to reduce corruption at the national and local level through the empowerment of citizens, civil society and state institutions. In January 2024, a new phase of the EUACI is launched. The strategic objectives are that: Corruption in Ukraine is reduced; Ukraine advances with anti-corruption reform; and Reconstruction in war-affected areas of Ukraine is implemented within a framework that incorporates transparency, accountability and integrity.

The EUACI has four intervention areas, namely:

  • Support to independent state institutions fighting and preventing corruption; 

  • Transparency and accountability of the reconstruction process; 

  • Support cities in war-affected areas in enhancing integrity in the reconstruction process;

  • Civil society and media in preventing and fighting corruption.

The position

Title: Senior Project Manager for Integrity Cities

Place of service: The EUACI office in Kyiv.

Contract: We offer a contract for a fulltime position with the Danish embassy.

Conditions: A salary according to qualifications and embassy staff policy and a benefit package as for embassy staff, including performance bonus, health insurance and five weeks of paid holidays.

Team: The Senior Project Manager for Integrity Cities is a part of Component team Integrity and Reconstruction and refer to the Team Leader for Integrity and Reconstruction. The Senior Project Manager will coordinate the work of a group of external consultants and contractors.

Area of Responsibility

As Senior Project Manager for Integrity Cities you are responsible for support cities in war-affected areas in enhancing integrity in the reconstruction process. This intervention area covers mainly the program’s cooperation with local self-government, the six Integrity Cities – Zhytomyr, Mykolaiv, Chervonograd, Chernivtsi, Nikopol and Mariupol. With the possibility of involving new cities in the future.

The successful candidate has to:

  • Be able to work both at a strategic and operational level and define short and long-term assistance to partners. 

  • Organize the Program’s engagement with the six city administrations, including by providing capacity building, IT and other support.

  • Ensure implementation of the Integrity City concept and activities with a focus on sustainability aspects.

  • To coordinate a group of advisors to mayors in Integrity Cities.

  • Pay particular attention to reconstruction and integrity at the local level, including supervision of Integrity Support Office in Mykolaiv City Administration, perform best practices in Mykolaiv city, facilitate their replication. 

  • Engage in casework together with Team Members, including initiate and complete procurement of technical assistance services for Integrity Cities. This task includes designing interventions, drafting of the ToRs and starting the procurement under the Danish MFA internal systems.

  • Oversee the implementation and ensure the quality of the deliverables of the individual consultants, consulting companies, and IT developers hired by the EUACI to provide technical assistance

  • Programme planning and budgeting, including review and update of the agreed work plans and budgets;

  • Preparation of quarterly, semi-annual, annual reports;

  • Supervise, guide and evaluate the external consultants. 

  • Ensure synergy between the Program’s intervention areas.

  • Promote coordination between donors and with Ukrainian authorities.

  • Assist with other duties as agreed with the Team Leader.

Requested Profile/Qualifications

  • Master’s Degree in Public Policy, Public Administration, Law, International Relations, Political Sciences, or a related field;

  • Experience in cooperation with the local self-government for at least 4 years;

  • Experience in establishing relationships with government institutions, international organisations and Ukrainian organisations

  • Experience in implementing joint projects with local self-government for at least 4 years;

  • Experience in promoting good governance and integrity would be an asset;

  • Good analytical, negotiation, networking, coordination, and communication skills;

  • Ability to work with tight deadlines, follow through on tasks and deliver results;

  • Fluency in Ukrainian and excellent English language skills is required;

  • Keen sense of ethics, integrity, and credibility.
