Service provider to conduct stress resilience training for the

NABU and HACC staff

Background

The European Union Anti-Corruption Initiative in Ukraine (EUACI) Phase II is the biggest European Union (EU) support program in the area of anti-corruption in Ukraine, co-funded and implemented by the Ministry of Foreign Affairs of Denmark on behalf of the EU. It is a four-year program (2020-2024) building on a flagship Phase I of the EUACI, funded by the EU, implemented and co-funded by Denmark in 2017-2020. The overall objective of EUACI Phase II is the reduction of corruption in Ukraine at the national and local levels through the empowerment of citizens, civil society, business, and state institutions. Such state institutions include, in particular, the High Anti-Corruption Court (HACC) and the National Anti-Corruption Bureau (NABU).

After the start of full-scale russian aggression on Ukraine on 24 February 2022, Ukrainian society lives under the condition of war. This causes many problems to the physical and mental health of Ukrainian citizens. Despite that, Ukrainian anti-corruption institutions continue to work and perform their duties. The big challenge for them is how to manage the stress in their work, taking into account the ongoing situation in the country. In order to hinder the negative consequences of that, the EUACI is planning to support the staff of NABU and HACC with stress management training activities.

Objectives and results

The objective of the assignment is to conduct two offline stress resilience training (per 1 for HACC and NABU, max. 20 participants in one) with a duration of approx. 8 hours each during November 2023 – January 2024 (exact dates are to be agreed separately with anticorruption institutions).

During training, participants should learn to control their emotions, cope with negative thoughts and build healthy relationships in the team. During the training, participants should also acquire theoretical knowledge about stress and its impact on a person, and practical skills to overcome acute reactions to stress, according to the trainer's methodology.

Scope of work 

The Service Provider will be required to:

  1. clarify the needs of HACC/NABU;

  2. develop an agenda for the training;

  3. conduct two training sessions.

 Deliverables

 The Service Provider will be required to deliver the following:

  1. the agenda of the training;

  2. to conduct two training sessions, one for each institution;

  3. to issue a final report about the completed training activities.

Logistics and timing 

Location

The training would be conducted offline at the premises in Kyiv or in Kyiv region (to be decided later on with the staff of each institution).

Requirements for the Service Provider

The Service Provider has to meet a minimum of the following requirements:

  • official registration as an individual entrepreneur or be registered as a legal entity according to the legislation of Ukraine;

  • high education in the field of psychology;

  • minimum five years of working experience in the field of psychology;

  • proven experience in conducting similar training;

  • use of generally established methods and approaches to holding such training;

  • familiarity and understanding with the operational context of HACC/NABU;

  • fluency in Ukrainian

    Monitoring and evaluation 

    Definition of indicators

The performance of the Service Provider will be judged upon reaching the results, as indicated in the section" objective and results" herein, respectively. Moreover, the performance of the Service Provider will be judged upon the successful implementation of all the specific activities indicated in the section" Scope of work" of the present document.

Estimated budget

The entire budget for the service provider (with all the deliverables) should not exceed EUR 2500 (approximately DKK 18 647). The financial proposal of bidders must include costs for a fee of the trainers and project-related reimbursable expenses. The rent of the venue, catering and logistics costs should be excluded from the budget since these services would be contructed separately by the EUACI.

Payment

All the payments under the contract will be made in UAH according to the official NBU exchange rate published on the business day of the invoice issuance by the contractor. The contractor would be entitled to a prepayment of 30%. Final payment will be made upon receipt and approval by the EUACI of all the deliverables.

Evaluation

Bids will be evaluated in accordance with the criteria provided below:

  • Relevant experience, skills, and competencies - 40%;
  • Portfolio of projects - 20%;
  • Workplan - 20%;
  • Financial Offer - 20%.

  • Short description of training methodology;
  • CV of the trainer/or staff involved by the legal entity;
