The European Union Anti-Corruption Initiative in Ukraine (EUACI) Phase III is the largest European Union (EU) support program for anti-corruption efforts in Ukraine. It is co-funded and implemented by the Ministry of Foreign Affairs of Denmark (MFA) on behalf of the EU.
The primary objective of EUACI Phase III is to reduce corruption in Ukraine at both the national and local levels.
The contracting authority is the European Union Anti-Corruption Initiative in Ukraine, supported by the EU and Denmark, and implemented by the Ministry of Foreign Affairs of Denmark, hereinafter referred to as the "Customer."
The beneficiary is the National Anti-Corruption Bureau of Ukraine (NABU). NABU is a state law enforcement agency in Ukraine with the key objective of preventing, exposing, investigating, and addressing corruption-related offenses committed by high-ranking officials and preventing new ones.
Under the law, NABU has direct access to automated information and reference systems, registries, and data repositories managed by central or local governments. It also utilizes government communications, special communication networks, and other technical means of communication.
Various government bodies that manage or hold state information resources use different approaches and methods for information access. The National Bureau must adapt to a wide range of data formats and access requirements from external sources. This makes the collection, processing, and aggregation of data from different sources time-consuming and frustrating for NABU users, as they often need to send inquiries about the same object to nearly a dozen external sources.
To address these challenges, NABU needed to integrate access to various databases on a single platform and develop an automated data collection system - referred to as the Information and Communication System for Automated Data Collection and Information Exchange with Government Bodies (ICS “Information Broker”).
As of today, the National Bureau operates the ICS "Information Broker", which is integrated with 10 external data sources. This system has been put into trial operation as a system for automatic information exchange with other government agencies, ensuring the necessary anonymity of information requests.
The National Bureau needs further development of its ICS for collecting, processing, storing and disseminating large quantities of data relevant and important for its activities.
The ICS is required further development, which will include, but not be limited to the following:
- modernization and further expansion of the ICS functionality;
- creation of connectors to additional external data sources;
- further development of mechanisms for integration with NABU’s existing IT solutions.
The EUACI provides its support to increase NABU’s capacity building. Within the framework of this assignment, further development of ICS "Information Broker" for automated data collection and information exchange with government bodies is envisaged.
