Training courses of English Language for ARMA personnel
Background
In 2016, the National Agency of Ukraine for finding, tracing and management of assets derived from corruption and other crimes (abbr. - Asset Recovery and Management Agency or ARMA) was created. ARMA is a new type of anti-corruption agencies that provides law enforcement agencies with specialized expertise in tracing and locating assets derived from criminal activities and manages the assets that had been seized during criminal proceedings to protect and grow the value of such assets.
In accordance with the ARMA’s internal regulations, communication with foreign jurisdictions within ARMA’s operational tasks is done by the Asset Recovery and International Cooperation Departments.
In particular, representatives of the Asset Recovery and International Cooperation Departments:
- regularly communicate in English on various issues in connection with the execution of the pre-Mutual Legal Assistance requests prepared by ARMA’s officers.
- process and draft the necessary documents following review of incoming English-language correspondence on other different issues dealing with various issues of ARMA’s activities.
- take part in international events held in the English language where they inform on ARMA’s activities and maintain discussions on relevant issues, etc.
Objectives and results
The objective of this assignment is to organize and facilitate Legal English Language Courses for ARMA staff. This includes the following activities:
- make the initial assessment of the overall level of English among the ARMA staff.
- organize 1 semester of legal English lessons for two groups.
- organize 1 semester of English lessons focused on asset recovery, legal and international cooperation for one group.
- facilitate a final English test of all the trainees.
Scope of work
The Contractor undertakes to perform the Services with the highest standards of professional and ethical competence and integrity. The Contractor is required to:
- Make a preliminary test (on-line) and assess the overall level of English proficiency of up to 75 individuals of the ARMA staff and form three groups (in total 30-36 people) with individuals having reached levels B1 and, B2 and higher;
- Draft a specific English programme focused to a large extent on legal terminology;
- Organise 1 semester of trainings in the premises of ARMA. It is planned that the course would start on 1 October 2019. The legal English course will consist of 80 learning hours for each of two groups and 40 learning hours for asset recovery, legal and international cooperation English Course. Each lesson should last one and a half hour.
- Organise overall monitoring of trainees’ attendance.
- Organise final assessment of raised English skills of trainees.
The Contractor must also take into account the followings:
- expected timing for lessons is 8:00-9:30 or 13:00-14:30 twice a week in premises of ARMA.
- one group should consist of no more than 10-12 trainees;
- the provider should ensure all necessary materials available for successful facilitation of English Courses.
Logistics and timing
Location
The Contractor will perform all the required services in Ukraine. The Consultant will perform all the work required by this project in the premises of ARMA.
Start date and period of implementation of tasks
The intended commencement date is upon the signature of the contract by both parties. All activities envisaged under this contract shall be completed not later than by 28 February 2020. The Contractor will perform all the required services in Ukraine. The Consultant will perform all the work required by this project on the premises of ARMA.
Requirements for the Contractor
The Contractor shall:
- have at least 5 (five) years proven working experience in organizing English training with positive feedback received from trainees;
- be a legal entity with proven financial sustainability, be able to ensure economic and technical capacities to perform the mentioned services;
- have proven experience in organizing corporate courses to private entities and public administrations
- the Contractor shall propose key lecturers (up to three) to perform this assignment. Their CVs should demonstrate their relevant experience and expertise.
- proven experience of cooperation with the EU or other donor funded projects will be an advantage;
- however, the Provider bears sole responsibility for the implementation of the assignment.
Monitoring and evaluation
Definition of indicators
The performance of the Contractor will be judged upon reaching the purpose of this contract as well as obtaining its results, as indicated in the section” Objective and results” herein respectively. Moreover, the performance of the Contractor will be judged upon successful implementation of all the specific activities indicated in section” Scope of work” of the present document.
Special requirements
By signing the contract, the Contractor agrees to hold in trust and confidence any information or documents ("confidential information"), disclosed to the Contractor or discovered by the Contractor or prepared by the Contractor in the course of or as a result of the implementation of the contract, and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party.
Cross-cutting issues (integration of the youth, equal opportunities)
The project will be implemented ensuring equal opportunities for men and women and integration of the youth.
