The EU Anti-Corruption Initiative, implemented by Danida, is seeking a candidate for the position of National Communications Expert. Working under the supervision of the Head of the Programme Implementing Unit, the selected candidate will work with the team and the local and national civil society groups as well as media groups and local government to provide specific support to the program.

You are expected to be an outstanding team player, who is ready to contribute to the program that will be in its inception phase and then moving into a challenging programmatic phase with extensive activities.

Main duties and responsibilities

  • Support the work of the "EU Anti-Corruption Initiative in Ukraine" under the Project Implementation Unit to shape the technical vision for program implementation;
  • Identify and build partnerships with media and communication groups, both locally and nationally with the aim to promote institutional accountability and capability to deter corruption;
  • Develop, design and implement communication and public awareness strategies, using all forms of media products, in collaboration with stakeholders, to enhance communication on anti-corruption reforms;
  • Engage media groups as well as local Ukrainian government and citizen groups, on the value and means of promoting accountability and addressing corruption and on developing and implementing programs to progress development efforts and governance interventions in the area of anti-corruption, including sector-specific anti-corruption interventions;
  • Positively highlight project achievements, proposed solutions, and expected impact as well as conceptualize promotional material and activities;
  • Share lessons learned on media engagement and communication strategies on anti-corruption related issues relevant to Ukraine;
  • Plan and co-organize public and media events;
  • Work with the EUACI team to assist in identifying needed international expertise;
  • Contribute to effective monitoring, evaluation, and reporting of program activities.

Qualifications

  • University Degree in Media, Public Policy, Public Administration, Economics, Law, International Relations, Political Sciences, Social Sciences or related field;
  • Minimum 7 years of demonstrated professional experience in designing, implementing and monitoring communication and media initiatives;
  • Demonstrated knowledge of accountability, transparency, and anti-corruption assessments and other methodologies for evaluating vulnerabilities in governance systems, institutions, and processes and of the political and social context in Ukraine as well as civil society and media concerns;
  • Demonstrated experience in establishing strong working relationships among with international organizations, Ukrainian organizations, media outlets and local governments;
  • Demonstrated ability to handle discrete/sensitive political issues with tact and diplomacy;
  • Strong analytical, negotiation and communication skills, including ability to produce high quality practical advisory reports and knowledge products;
  • Strong managerial/leadership experience and decision-making skills will be an asset;
  • Strong ability to work in teams; creating an enabling environment, mentoring and developing partners and colleagues;
  • Proven ability to see through tasks set and deliver results;
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • Fluency in Ukrainian, Russian and English is required;
  • Keen sense of ethics, integrity, and credibility.
